Two Upcoming Events That Will Cause Traffic Issues 5/24/2013 10:00:00 AM

Due to the Fishercats & Rock 101 Sky Show this Sunday, May 26th, the Bridge St Bridge will be closed from 8:30 AM to about 11:30 PM to allow for the set-up and display of the fireworks show.

Access to Commercial St will be limited to pedestrians only beginning at 8:00 PM in order to ensure the safety of the high number of pedestrians expected to be in the area.

West bound traffic on Granite St from Elm St will be closed at 9:00 PM to ease the flow out of the Mill Yard following the fireworks. Traffic will not be able to access the Mill Yard from the Amoskeag Rotary at 9:00 PM, also to ease the flow of traffic out of the Mill Yard following the fireworks.

If you are traveling through the area as the fireworks are going off, please pay strict attention to the roadway and do not stop on any roadway to observe the fireworks display. Stopping can cause traffic congestion issues and poses a serious safety risk if another motorist strikes your vehicle while you are stopped.

On Monday, May 27th, the City of Manchester will observe the Memorial Day Holiday with a Parade on Elm St. The parade will kick off at 2:00 PM and cause portions of Elm St in the area of Webster St to close at 1:00 PM. All of Elm St from Clark St to Granite St will be closed at 1:55 PM to allow for the parade to travel down Elm St.

If you need to travel east or west across the City please do so via any street south of Granite St.


National Weather Service SKYWARN Spotter Training offered at Health Department 5/24/2013 12:00:00 AM

05/24/2013-The Manchester Health Department is pleased to announce that it will be hosting a National Weather Service SKYWARN Spotter Training on Monday June 10th from 7pm-10pm at our office located at 1528 Elm Street. There is no fee for this training.

Here is a brief description of the program: The effects of severe weather are felt every year by many Americans. To obtain critical weather information, NOAA’s National Weather Service (NWS), part of the U.S. Department of Commerce, established SKYWARN® with partner organizations. SKYWARN® is a volunteer program with nearly 290,000 trained severe weather spotters. These volunteers help keep their local communities safe by providing timely and accurate reports of severe weather to the National Weather Service.

Although SKYWARN® spotters provide essential information for all types of weather hazards, the main responsibility of a SKYWARN® spotter is to identify and describe severe local storms. In the average year, 10,000 severe thunderstorms, 5,000 floods and more than 1,000 tornadoes occur across the United States. These events threatened lives and property.

o Fundamentals of storm structure
o Identifying potential severe weather features
o Information to report
o How to report information
o Basic severe weather safety

Milling on Union St, between Campbell & Whitford, beginning May 29, 2013 5/20/2013 1:13:00 PM

Crews will be milling on Union St, between Campbell and Whitford, beginning Wednesday, May 29, 2013.  Construction is expected to take several days and motorists are advised to seek alternate routes.


No Refuse Collection on Memorial Day, May 27, 2013 5/17/2013 4:05:00 PM

The Highway Department  WILL NOT BE COLLECTING refuse, recycling or yard waste on the Memorial Day holiday,  Monday, May 27, 2013.  Monday’s collection will be one day late and collections normally scheduled for Tuesday through Friday will be delayed

Also, the Solid Waste Drop-Off Facility located on Dunbarton Road WILL BE CLOSED.


The Manchester Health Department Highlights Hepatitis Awareness Month 5/10/2013 12:00:00 AM

05/10/2013-The month of May has been designated as Hepatitis Awareness Month.  Hepatitis C is a liver disease that results from infection with the hepatitis C virus.

The Manchester Health Department is providing Hepatitis C testing at no cost, during the following clinic times:

Friday, May 24, 2013: 9:00 am-12:00 noon

ServSafe® Food Protection Manager Certification Course and Exam 5/8/2013 12:00:00 AM

05/08/12- The UNH Cooperative Extension in partnership with the Manchester Health Department will be offering the ServSafe® Food Protection Manager Certification Course and Exam on 8/27/2013 at the Manchester Health Department. ServSafe® is a nationally recognized food safety certification program of the National Restaurant Association. This training provides the latest science-based information on food safety and best practices in the industry.

The Manchester Charter Commission has submitted their Preliminary Report 4/25/2013 12:00:00 AM

The City of Manchester Charter Commission has filed its preliminary report of suggested changes to the City Charter.  The report was submitted to the City Clerk on April 25, 2013, and will be forwarded to the Secretary of State, Department of Revenue Administration and Attorney General for their review.  Below is a summary of the changes being suggested:

  • Increase the number of terms that an appointed board or commission member can serve from two three-year terms to four three-year terms
  • Change the mayor’s salary from $68,000 to $100,000, effective January 1, 2014
  • Make the Commissioner of Welfare position an appointed department head position rather than elected
  • Create conflict of interest procedures for members of boards, commissions and authorities
  • Increase the number of election postings from three to eight, 30 days before both a primary and general municipal election
  • Institute fines of $100 for the first day and $10 for each additional day if financial disclosure reports are not filed
  • Set the aldermanic stipend at $9,000 and the school board stipend at $7,000 and eliminate their eligibility to receive benefits allotted to full time employees
  • To file as a candidate or hold elective office, a person must be a resident of the city for at least one year
  • Remove the provision that allows the budget approval process to extend out to June 30th; the budget must be completed by the second Tuesday in June

The Motor Vehicle Registration Renewal Notices for the month of May were mailed on or about Monday April 15th, 2013 and need to be returned to the Tax Office by Thursday May 23rd, 2013 to complete the May Vehicle renewals by mail.

Annual Rabies and Microchip Clinic on Saturday, March 23, 2013 3/4/2013 12:00:00 AM

The City Clerk's Office will be joining the Friends of the Manchester Animal Shelter at the Annual Rabies & Microchip Clinic on Saturday, March 23, 2013, from 10:00 a.m. to 2:00 p.m.  The clinic will be held at the Veterinary Emergency Center located at 336 Abby Road in Manchester.

Join us to conveniently renew your 2013 dog license with the City of Manchester and receive discounted rates on rabies and distemper immunizations for $10.00 or a microchip for your favorite pooch for only $25.00.


Important Lead Program Loan Changes 3/4/2013 12:00:00 AM

Housing Initiatives Lead Hazard Control Program.To be consistent with other programs in the region and the United States, if program requirements are met, the City of Manchester will no longer require the repayment of City funding utilized for the elimination of lead hazards in residential properties.The revised program will provide assistance up to $15,000/unit to property owners in the form of a 0% interest loan that will be forgiven after a period of five years if the owner has demonstrated that they have complied with the program requirements.

The program requires that the lead hazard controls be maintained and that the units be rented to income eligible tenants at Fair Market Rents for a five year period.Income limits and rent levels are determined by the United States Department of Housing and Urban Development.This change was approved by the Mayor and Board of Aldermen and resulted from Manchester property owners reluctance to participate in the program and the City’s requirement to complete it’s 2010 Lead Hazard Reduction Demonstration Grant on schedule.

For owners that are interested in eliminating lead hazards in Manchester properties, forgivable 0%-interest loans are available up to $15,000 per housing unit, in an amount not to exceed $80,000.00 per property.Program participants are required to pay a 10% cash match based on the total cost of the project.For more information on the Program, please contact Mary Jo Christian at 603-623-9060 or at mchristian@manchesternh.gov.

The following change was made to the “Amendments to the Zoning Map” section to the Zoning Ordinance.

 
December 18, 2012 – Rezoning a portion of a parcel currently zoned as Residential-Suburban District – Low Density (RS) to Residential Suburban Multifamily District (R-SM); with the area situated on parcel TM 766, Lot 9, which is off the west side of Front Street and immediately north of Country Club Drive.

Real Estate Tax Bills for the final billing for 2012 to be mailed Tuesday November 27th, 2012. 11/14/2012 12:00:00 AM

 

The Tax Rate for the 2012 Real Estate Taxes In The City Of Manchester has been set at $22.18.

If you have not received your bill by December 14th, 2012 you can go to the Access your Tax Account Online Page to obtain a copy of your bill. You can also call the City Of Manchester NH Tax Collector's Office at 624-6575. The due date for this billing is Thursday December 27th, 2012. Any balance on your 2012 account after December 27th, 2012 will accrue interest at twelve per cent per annum.  Please contact the Tax Collectors Office for the correct payoff amount.

Official Election Results for Special Non-Partisan Municipal Election 11/7/2012 12:00:00 AM

Official results are now available for the Special Non-Partisan Municipal Election to elect nine representatives for the City Charter Commission and to fill the vacancy in the office of Ward 11 Alderman.

Official results for the State General Election will be available from the Secretary of State upon certification.

Manchester Water Works receives recognition as New England Water Utility of the Year 10/10/2012 12:00:00 AM

The New England Water Works Association, at its annual conference held in Brewster Ma., recognized Manchester Water Works as Utility of the Year. The award compared Manchester Water against similar water suppliers in New England which service populations of over 100,000. Manchester Water Works serves approximately 160,000 residents of Manchester and 6 surrounding communities.
 
Tom Bowen Director of the Manchester Water Works commented that “we are proud and honored to receive this prestigious award. It reflects positively on a year where both our water supply and distribution divisions have taken major steps forward.” Mr. Bowen pointed to a series of accomplishments this past year including a peer review process sponsored by the USEPA that placed Manchester’s water purification plant as one the top 11 facilities in the country for both design and management. He also focused on initiatives furthered through an action of the Board of Water Commissioners to place additional resources to upgrade the water piping system in Manchester which included replacement of water mains up to140 year old. Bowen stated that these initiatives will benefit our current and future generations of customers with more reliable and higher quality drinking water throughout our service area.
 

Official Election Results 9/12/2012 12:00:00 AM

Official election results are now available for the Special Non-Partisan Municipal Election held on September 11, 2012.  As required by City Charter, municipal voters in all twelve wards were asked: "Shall a Charter Commission be established for the purpose of revising the municipal charter or establishing a new municipal charter?" 

The City Clerk will now request that the Board of Mayor and Aldermen set a date and time of a Special Municipal Election to elect nine Manchester residents to serve on this Charter Commission.  Details regarding the special election and  the process to file a Declaration of Candidacy form will be available on September 19, 2012 by visiting our website or calling the office at 624-6455.

Voters in Ward 11 also selected two candidates from a field of four to appear on a special general election ballot.  The candidate receiving the most votes will fill the current vacancy and remainder of the term for Ward 11 alderman.

Special Non-Partisan Municipal Election for Vacancy in Ward 11 7/26/2012 12:00:00 AM

The Board of Mayor & Aldermen voted on July 26, 2012 to initiate the election process to fill the Aldermanic vacancy in ward 11.  The filing period for ward 11 residents interested in becoming a candidate for the office of alderman will open at 8:00 a.m. on Monday, July 30, 2012 and conclude at 5:00 p.m. on Friday, August 10, 2012.  A notarized, Declaration of Candidacy form must be submitted to the City Clerk prior to the close of the filing period deadline.

This Ward 11 Special Non-Partisan Municipal Election has been set for Tuesday, September 11, 2012 to coincide with the State Primary Election.  Once the filing period closes, if two candidates or fewer have filed for office, a primary election will be declared unnecessary and the September 11, 2012 special election will serve as the general election.  The candidate receiving the most votes from the voters of ward 11 shall immediately serve the remainder of the unexpired term (officially ending on January 6, 2014).

Manchester Water Works Achieves Recognition For “EXCELLENCE IN WATER TREATMENT” 7/5/2012 12:00:00 AM
Manchester Water Works’ Lake Massabesic Water Treatment Facility supplies drinking water to about 160,000 customers in the greater Manchester, New Hampshire area. Manchester Water Works joined the Partnership for Safe Water in 1996 and becomes just the eleventh utility in the nation to receive the prestigious “Excellence in Water Treatment” award.
 
The Partnership program challenges drinking water utilities to make improvements in water quality that go well beyond regulatory requirements. The program consists of four phases: membership application; data collection and reporting; a comprehensive self-assessment to identify performance limiting factors and apply action plans to improve future performance and water quality; and an optional Phase IV – “Excellence in Water Treatment” designation that can only be achieved by consistently meeting the most rigorous and stringent water quality goals.
 
The Partnership for Safe Water is comprised of an unprecedented alliance of drinking water organizations at the national level. These organizations include the Environmental protection Agency (EPA), American Water Works Association (AWWA), Association of Metropolitan Water Agencies (AMWA), National Association of Water Companies (NAWC), Association of State Drinking Water Administrators (ASDWA), and the Water Research Foundation (WRF).
 
“Manchester Water Works consistently strives to provide excellent water quality to our customers. It is an ongoing process and is another testament to the dedication of our employees and especially those at the Water Treatment Plant,” says Tom Bowen, Director of Manchester Water Works.

Attention: Change of Date for July Planning Board Public Hearing & Submissions for the ZBA 6/1/2012 12:00:00 AM

Due to the Fourth of July Holiday and travel considerations, the July Planning Board Public Hearing will be rescheduled. The Hearing will be held on Wednesday, July 11th at 6:00 PM in the Aldermanic Chambers.

Additionally, effective immediately, the Zoning Board of Adjustment submission deadline dates have been moved forward one week.
